Build a Severe-Weather Plan for Your Family

A simple plan, plus alerts that reach everyone, turns storm panic into minutes that matter.

A family severe-weather plan names a safe place, a reliable way everyone gets alerted, and what to do for each hazard. Because a tornado warning may give only around 13 minutes of lead time, set up real-time alerts for every place your family spends time, such as home, school, and work, so no one misses the warning.

Why every family needs a plan

Severe weather is common and costly: the U.S. saw 27 billion-dollar weather disasters in 2024 alone. But the danger to your family is rarely the statistic; it’s the fast-moving storm on an ordinary afternoon.

Warnings can arrive with very little lead time, so the families who stay safe are the ones who decided what to do before the alert came.

The problem is not the warning, it is the pause after it

Picture what actually happens when an alert goes off. Almost nobody moves. The first response is to check: look out a window, turn on the television, ask whether anyone else heard it, refresh a feed. It is entirely reasonable behaviour and it is also where the lead time goes.

This is why plans matter more than information. Warnings are already good. What fails is the interval between receiving one and doing something, and that interval is filled with a question that has no fast answer: is this one real? A plan does not make you better informed. It makes that question unnecessary, because the answer was decided on a calm afternoon instead of during the thing itself.

The tell is how tornado deaths cluster. They overwhelmingly happen in places that were already under a warning. The message arrived. The decision did not.

Name the person who decides, and give them permission

Organised sport worked this out long before families did. The National Athletic Trainers’ Association tells clubs and schools to establish a chain of command that names a specific person with authority to remove everyone from the field, and the National Federation of State High School Associations adds a pointed detail: the designated weather watcher should not be the coach, umpire or referee.45

The reasoning transfers directly to a household. The person running the event is the worst placed to stop it, because they are invested in it continuing. In a family that is whoever is hosting the barbecue, driving to the game, or trying to get the last of the yard work done before dark. Everyone waits for that person to call it, and that person has the strongest reason not to.

So decide it in advance, and say it out loud: in this house, anyone can call it, and nobody argues. That single sentence does more work than any amount of weather knowledge. It removes the social cost of being the person who overreacted, which is the real reason groups stay outside longer than they should.

One plan will not cover it, because the hazards contradict each other

Here is the trap in "have a severe weather plan," stated as one plan. The correct action for the four most common hazards is not merely different. In two cases it is opposite, and getting them confused is how prepared families get hurt.

  • Tornado: go down and in: Basement or storm cellar, or a small interior room on the lowest floor away from windows. Put mass between you and flying debris and get below the level it travels at.
  • Flood: go up and out, and never drive: The exact opposite. A basement is the worst room in the house, and six inches of moving water knocks an adult over while twelve floats a car.
  • Lightning: get inside, and stay off the plumbing: A substantial building or hard-topped vehicle, then wait 30 minutes after the last thunder. Indoors, avoid corded electronics and plumbing.
  • Heat: get cool, and slow down: Real air conditioning even for a few hours, water before thirst, and hard work moved to the early morning. There is no sheltering in place through it.

There is no sheltering in place through heat. A few hours of real air conditioning resets your core temperature.

Read the arrows together. Tornado sends you to the lowest floor and flood says the lowest floor is where you drown, and both are correct. A single plan cannot satisfy them, which is why the useful question is which room you use when both are possible.

The conflict worth resolving before it matters

Look again at the first two. Tornado guidance sends you to the lowest floor. Flood guidance says a basement is where you drown, and warns specifically against entering any room where water has reached the electrical outlets or submerged cords. Both are correct. They just cannot both be followed at once.6

Storms routinely produce both threats in the same hour, which means a family whose whole plan is "everyone to the basement" has a plan that is right until the night it is catastrophically wrong. If you live somewhere that floods, or on a slope where water collects, or below a burn scar, work out now which room you use when both are possible, and what the trigger is for choosing one over the other. An interior room on the ground floor is often the compromise: not as good as a basement for wind, and not underwater.

The same applies to the car. It is a reasonable lightning shelter and a genuinely good place to be in hail. It is one of the worst places to be in a flood, and it is no protection at all in a tornado. Same object, four different answers, which is exactly why "we have a plan" needs to mean four short plans rather than one vague one.

Build your plan in four steps

Keep it simple enough that kids and older relatives can follow it:

  • Pick a safe place: An interior room on the lowest floor, away from windows, for tornadoes and high wind.
  • Set up alerts for everyone: Make sure every family member’s phone gets warnings for the places they spend time.
  • Know each hazard: Lightning → go indoors. Flooding → never drive into water. Tornado → shelter now.
  • Practice: Walk through it once so no one is figuring it out during the warning.

The places that are not your house

Almost every family plan is really a plan for one building, on the assumption everyone is in it. On a weekday afternoon in summer that assumption is close to never true.

Go through the week honestly and list where people actually are. School and daycare, an office or a job site, a practice field, a commute, a gym, a grandparent’s house. Each one has a different safe place, a different person in charge, and a different answer to the question of whether anyone there will act quickly.

The school one deserves specific attention, because parents consistently get it backwards. During a warning a school will usually shelter in place and will not release children, which is the correct decision and a distressing one to discover in the moment. Driving to collect a child mid-warning puts you in a car during the exact hazard the school is protecting them from. Find out your school’s policy now, so that on the day your plan is to trust it rather than to override it.

For anyone who works outdoors the plan has an extra layer, because heat is the one hazard where the first day is the dangerous one. Almost half of heat-related worker deaths happen on a worker’s first day on the job or first day back after time away, and more than 70 percent in the first week.7

The siren is not going to wake you up

Plenty of families have an unspoken backup: if it is really serious, we will hear the sirens. It is worth knowing how thoroughly that fails, because the assumption is doing a lot of quiet work in a lot of plans.

Outdoor warning sirens are, in the National Weather Service’s description, an outdoor warning system designed only to alert those who are outside that something dangerous is approaching. They are not designed to be heard indoors and not designed to wake anyone. They are also activated by city or county officials rather than by the NWS, so the criteria and the reliability vary from one town to the next.8

That matters most at exactly the wrong time. Overnight is when a warning is most likely to be missed and when a tornado is most likely to be hidden in rain and darkness, and it is precisely when a sound engineered for someone standing in a park will not reach a sleeping person behind a closed window with a fan running.

The NWS recommendation for the indoor gap is a NOAA Weather Radio in every home and business, described as working like a smoke detector for severe weather. That is the right mental model for whatever you choose: something that makes noise in your house, by itself, when nobody is looking at anything.8

The practical version is redundancy. Have at least two things that will wake you, and make sure at least one does not depend on a phone being charged, on cell service, or on someone having remembered not to leave it on silent. A plan whose entire alerting layer is one muted phone on a nightstand is a plan with a single point of failure in the place it can least afford one.

Practice it once, badly

A plan nobody has walked through is a document, not a plan. The gap shows up in unglamorous ways: the basement light is out, the shelter room is full of boxes, nobody knows where the shoes are, the dog will not come, an older relative cannot manage the stairs quickly, and the emergency radio has no batteries.

None of that appears on paper. All of it appears the first time you actually do it, which is why doing it once, imperfectly, on a Sunday afternoon is worth more than any amount of planning. Time it. If getting everyone into the safe place takes eight minutes, you now know something important about a warning that averages thirteen.

Then fix the small things you found, and tell everyone the sentence that matters most: if the alert goes off and you are not sure, go anyway. Being wrong costs you ten minutes in a bathroom. Being right and slow costs considerably more.
